I am using the driver version 186.03 from the official nvidia website
When my computer is idle(doing absolutely nothing, just let it sit there)
the GPU temperature goes up to 75 degree(using CPUID Hardware Monitor)
    Is it the driver problem?

oh and I did clean the dust out but the temperature is still that high

Those are normal temps for a GPU with drivers that don't downclock the GPU. You can get cooler idle temps with drivers that downclock the GPU on idle.

yes, perfectly normal for that driver. if you want to get that temp down, you'll have to use a different GPU driver that'll downclock.
