I know there is a bunch of post regarding the login screen and how to get it back. However, the forum provides only red colour background which for my pure blue laptop, i decided to change it to blue. Anyways I've put a couple of colours below for you guys to test it out.
Instruction to install for those who are new (Credit goes to Alienewbie):
1) Save the image to your desktop.
2) Place the image to C:\Windows\System32\oobe\info\backgrounds
*Create a new folder called info and backgrounds if there isn't one*
3) Next, open regedit. Look for value named OEMBackground in the HKLM\Software\Microsoft\Windows\CurrentVersion\Authentication\LogonUI\Background
4)Change the value from default 0 to 1. If you cannot find the above registry, you can download it from here. Laptop Forums and Notebook Computer Discussion
And your login screen should be changed instantly without the need of restarting.
To check if it is working, press CTRL+ALT+DEL to see the new login screen.
Here are the colours:
Red (Default):

I atm anyways like the blue one.
PS short version of instructions is to just rename the colour file you want and then paste it to
C:\WINDOWS\System32\oobe\info\backgrounds
and overwrite whats there unless of course you installed from win 7 CD then follow the regedit instructions from Hel20eS. -

That blue looks more purple to me, otherwise very nice. Been using my own blue one for awhile since I'm using the blue backgrounds that came in the Breed theme.

try this, create a new folder inside the folder info called BACKGROUNDS and place the image in there.

Are you saving these with any sort of special options? I'm trying to save a custom color version by hue-shifting the ones you posted, but every time I do, it goes to the default windows logon background (it doesn't like my jpg's). I've tried baseline / progressive interlaced, and haven't touched the resolution or anything else, just the color. Suggestions?

NM... fixed my own problem, I guess there's a size limit of ~200k I just lowered the compression quality and it worked. Thanks!

This isnt working for me. The value was not set to 0 in the registry. It said no value.
I changed it to 1 anyway and it isnt working. I have toggled between 0 and 1 and it still doesnt work. Rebooting doesnt work. What am I missing?? Im on a clean install on Win 7 Ultimate -

Hi, only the blue screen works for me here. Other colors don't, and I think it's due to the file size exceeding 265kb (on disk)? Would you mind post the right size (200-265kb on disk) for those colors without losing much of the quality, Op?

editted for red. This is the original default which is red, and i have resize it to 1920x1080 so the image doesn't look a bit "squeshed" plus the name without the need of renaming it, just put into the folder and you're fine. For other colours i'll be working on it. If anybody have a suggestions on how to reduce the file size, it would be a great help. For now, this is the only one working.

Hey, you can try your own color combination!
Try this software: http://download3.xnview.com/XnView-win-full.zip
And go over Image --> Adjust --> Matrix... And change the Matrix

Anyways, i actually didn't do any special or complicated techniques at all in modifying these wallpapers. The program i use is ACD see, a simple photo viewer and editor software, and modify by changing the Hue of the picture. Way it works is very similar to the program that pepemosca mention.
I tried to make it lighter blu-ish colour, but it turns out quite low quality.

ive tryed this 2 or 3 times and cant get it to work anyone else having this problem or is it just me??

are you using my wallpaper when change the screen? If you use yours, make sure that it is 150kb or below in file size.
download the .reg file that i've attached and place it somewhere so you don't have to go through the registries again if you format or did change something.
Lastly just double check on the file location
C:\Windows\System32\oobe\info\backgrounds
you place the wallpaper in there, and it must be named backgrounddefault.jpg
