I am currently running the x36 bios on my m15x. I just noticed that when not in stealth mode my cpu multiplier fluctuates from 6 to 8 to 12.5 on a cycle about every 3 seconds. I am observing this in CPUID. Is there any way to stop this or is it normal?

That's normal. What you have been seeing is Intel's SpeedStep, which dynamically changes the CPU clock speed (and the multiplier) according to what your needs were at the time.

I posted this for Steven awhile back, but this is what it does for my computer.

It's completely normal and you shouldn't worry about it.
