Even when not plugged in to a power Outlet. It's coming from the left side; kind of a permanent staticy sound.

Could be a few things. This laptop I am on a Acer centreno core duo. Had a clicking sound. It ended up being a hard drive going bad. What you can do is test your system. Scan your hard drive for issues.

Or it could be a fan making sound.

What computer? What are your Specs? SLI/Crossfire? Single GPU? Is it when the GPU is underload? Could be the GPU coils, which would be normal. But need to know whats going on when it makes the noise, what model computer, specs ect.

From what I've read, I'm throwing out a guess that you have an M17X single GPU?

it could also be a faulty capacitor. In which case you would need to have the component with the faulty capacitor replaced.
