Does the USB-C port on the Area 51m accept a power-on signal ? If so, will a 180W dock switch on this machine with the lid closed ? I’m looking for a full desktop replacement solution with dual monitors that I don’t have to open and close every time I boot.

No, and you wouldn't want to drive the monitors though a thunderbolt dock anyway. Both HDMI and Display port are direct to GPU.
I do not know your exact use, but a laptop but a 3 screen solution using the laptop would be nicer in my opinion.

My use case is as a mobile desktop replacement in an architecture firm. We're rolling these out to give our Revit users more flexibility in allowing people to move around and/or work from home if necessary. I chose this particular model because it's quiet. My Asus ROG gets the same performance but sounds like a hair dryer. Why we don't have direct connect docks like my old Precision m6400 had I don't know. But they should come back.

I'm not familiar about which software/apps are you using in architectural firms but if it includes taxing the CPU/GPU: it will be loud. (well, that is if you want to lower the temperature). Otherwise, you can set it to quiet and reaches 100 degrees Celcius easy all the time (which would be detrimental to the overall longetivity of your systems). -

If you want to run at 4.8 - 5 GHz, this thing will heat up and need more fan speed. -
