    I have T9300, GF9800M GT, 4gb RAM with 32bit Vista..
Although I know this information is probably nothing to do with the question im about to ask.
I want to turn off 'spread spectrum' and 'speedstep' option, which should be in part of bios, but the bios i can access through F2 button while booting don't give me any access to alter that options.
Do you know anyway that i can alter this things?

The BIOS won't allow you to do any of that and I highly doubt that you'll be able to toggle spread spectrum at all.

As for speed step you have some options of controlling (overriding) it with a windows app called RMClock from rightmark.
