This is very simple to remove.I've decided to stick with Windows 8.1 until Windows 10.1 is launched, at which point I believe Windows 10 will be "bearable." Some of you do not mind Windows 10, and that's completely fine. This thread is not for you. But for the rest of you that simply hate those stupid notifications, continue reading:

Steps: Windows 8.1 Fresh Install
- Navigate to Windows Updates.
- Click on "View Update History" in the left panel.
- Find the update, "KB3035583" and uninstall it.
- Restart the computer.
- Navigate to Windows Updates.
- Find the update, "KB3035583" in the Optional list.
- Do not install it.

We should expect more stealth corruption if Automatic Windows Updates are turned on. It might be KB3035583 today, but don't expect them to stop there. People are going to have to take steps to stay in control of everything because Micro$lop clearly intends to own everyone before this is over. All it takes is one look at the screen shot @J.Dre placed in the spoiler to recognize the Redmond Mafia is not on the up-and-up. Nowhere in the description does it mention the Windows 10 Upgrade trojan/rootkit. The only "issue" it is designed to resolve is allowing them another back door to hijack the end users refusing to embrace Windows 10.

Would it be safe to install the update (KB3035583), reserve my free copy of Windows 10, then uninstall the update? I have recently done a clean install of Windows and made sure not to install any of the Windows 10 updates.

There may be more, but I did not need to find or remove anything else. This one change stopped the notification for me (using Windows 8.1). Feel free to share your findings.
