Thats how Dell operates in the Enterprise as well.
My client almost removed Dell entirely from their ordering process because they learned that Dell charges an additional 20 on top of what we do which they provide no service, part, or warranty to justify. I just placed an order and noticed I was billed $87 for this. During the order process, there was no option to downgrade or remove this service and it did not appear until after I ordered.
