could be ur keyboard/mouse driver if you are using a gaming keyboard/mouse. I realised that my sidewinder x6 and razer mamba/deathadder drivers clash with the osd and all the touch buttons. if i turn my keyboard service off, the buttons work fine but my keyboard macros wont work. if i turn off osd and service1.exe(which does all the hotkey stuff) my keyboard works but the touch buttons and fn hotkeys dont work.

Dell.com... Look for the driver link at the bottom of the page and bingo :)
