Is there any way to manually set thresholds for the M17x fans?

No there isn't. IMO, If you mess with the fan settings you are only inviting problems. Leave it be - the M17x has the best cooling around.

I agree with that but wanted to see if there was anything to control that.

Is there any maintanance required for these fans? do you notice an increase in noise with time?

The fans can generate a bit of a rattle from time to time. Its not a major issue - more of a slight annoyance really. If it happens and you cant live with it, just report it to tech support and ask for replacement fan(s).

Maintenance: Air blast with compressed air from time to time and wipe away any dust on the grille. Suggest locking the fan in place with a paperclip/toothpick/needle prior to blasting with air and it can cause them to spin at an unsafe RPM.

You can also remove the fans and then clean them if you dont feel comfortable shoving a paperclip between the blades through the grille. ;)
