I have a P8600 and im trying to overclock it higher but it doesnt wanna boot because it boots @ 9.5x multiplier and its supposed to be 9.0. so when i overclock it to like 2.9ghz it boots at 3.1 then scales down to 2.9ghz but it isnt stable @ 3.1

Isnt there a program i can download via intel to change when the multiplier goes up or down?

That sounds like speedstep more than multiplier jumping around
