    Remove OSD,
    Remove Command Center,
    Run Ccleaner in Safe Mode,

Then reinstall them both, OSD first.

I have that problem myself sometimes and run OSD_Main.exe to enable OSD after a failed startup. Usually after a restart it works.

Just a personal statistic, once in about 15 startups, the OSD fails to launch properly and I launch it with OSD_Main.exe

You could use the task scheduler to run osd.exe automatically on bootup or login as a temporary fix. Usually it's the fact that it's not in your msconfig to run on startup, so you may have a corrupt osd file, I dunno.
