Well definitely not a new topic and call me a noob if you want, but after searching for some time through the forums I couldn't arrive to a definite conclusion in the OC capabilities of the CPU as well as the GPU with an emphasis on the 2.4GHz and the 8700M GT as that is what i have. Although OCing the CPU through the BIOS is locked, has someone been able to find the corresponding PLL of the m15x to use with SetFSB Auto Tool? If so what is the procedure to achieve the overclock. At some point after acquiring my m15x I remember I was able to OC the 8700M GT with a specific set of drivers, however now whenever I try to OC I am unable as they completely reset to the default clocks.
Any insight would be tremendously helpful.

Try driver 169.04 . That driver worked for me.

I've been reading around on this and the guide that markus posted should work with the 8700M GT. The frequencies are the only factors that you should be wary of as they are different with every type of card (the 8800M GTX is capable of higher clock frequencies than the 8700 GT.)
Since I'm not too knowledgeable on this area, I'm going to provide you a few links that might be able to point you to what you are looking for. Whether you still want to OC the card is ultimately up to you.

I can't seem to find any more information other than that and I wish I could find a guide specifically for overclocking the 8700M GT, but eh, this is the best I can do for now seeing as how I'm currently on a time constraint. Note the frequencies they use and be wary that overclocking = higher temperatures (but I'm sure you already know that.).

Do this only at your own discretion. Any damages as a result of OC'ing either the GPU or CPU may void your warranty.
Your CPU is the T8300 @ 2.4. The clock speeds listed under the T8300 column are your target speeds. The guide is tailored for the Clevo, so I'm not quite sure if it'll work on the m15x. Plus, you'd need to find out the PPL Generator for it to work correctly. -
As you mentioned already, this OC tool will not work properly on the m15x at the moment since no one has provided the PPL for it. Tis a shame that all the power within this great machines is unable to be exploded fully.

If you took the casing apart and removed the cooling system, maybe you could make a cooler based upon the working of a mini fridge...
I'd never thought of it before but, it uses fans to cool the "radiator" down so...
