I gave it a bump as well since this feature should have never been removed to start with.

Yes it's gone from I think A03 on. -
Huh, I did not even notice the menu was gone in the BIOS, but usually have it disabled whenever the option is present. But, I will certainly promote it for the people that want it. I hate it when they take options away even when it's not one I actually use.
Maybe it was temporarily disabled and the menu hidden out of necessity because of inherent flaws and bugs in the Haswell USB 3.0 controller. It would not surprise me to see it come back with the next generation Intel chipset and CPU. Haswell has just been a buggy mess in too many ways. Even so, I would prefer they never hide BIOS menus. When something is buggy, that is when we select "Disabled" on move on, but having someone make that decision for everyone by hiding the menu blows chunks. -

I appreciate you also promoting it. But without an official announcement from dell as to why it's gone. I'm not sure that is even the answer. Because I used it regularly seen it was located in the bios.. But of course updating for performance improvements stops me from downgrading the bios. -
The trouble with "upgrading" the BIOS any more is you don't know, until it's potentially too late to undo the damage, that the "upgrade" was actually a downgrade... it's the PC equivalent of Russian Roulette. There should be full disclosure of ever minute detail about what changes occur with each firmware version introduced, whether or not it can be flashed back to an older version, and elaborate technical information as to what the impact will be on literally everything. Unfortunately, they don't do that. The safest approach is to avoid BIOS updates if everything is working to your satisfaction.
