    RTX 2070 Max-Q core clock limited to 1080 MHz, looking for VBIOS

    My 2070's core clocks are limited (stuck, locked, capped) to go only up to 1080 MHz, under load or idle.

    I should mention that the clock frequency CAN go down, and it DOES boost if I underclock it, but it is somehow limited (by what?) to never go beyond 1080 MHz base clock.
    If I play any demanding game, it reaches 1080 MHz and stays there - usage is constantly 99% and performance is terrible of course.

    If anyone has any idea what might cause the problem, please let me know, I've tried everything.

    My potential solution is to try to flash VBIOS. Is it a hardware issue?
    Therefore I am looking for anyone to send me their Alienware RTX 2070 Max-Q VBIOS.

    Are you running any Alienware control software? What Nvidia driver are you currently running? Any other software like MSi Afterburner or Precision OC?

    My initial thought is some software is limiting performance. A full RTX 2070 max boosts to 2100MHz, default clock of 1215Mz and Boost (default) to 1440Mz.

    Before it was working fine and I've had 2 OC programs installed: Alienware Command Center and MSI Afterburner, but I never did any overclocking until recently, when it got locked. I was playing Cyberpunk all day one day, then next day updated Nvidia drivers to the most latest ones, then next day booted up Escape from Tarkov and while it was loading into game, I minimized it and in AWCC applied Overclock Profile 2.

    So I'm not sure if it got locked after Nvidia driver update or because of the overclock.

    Now here's a list of what I've tried to fix it:
    1. Uninstalled Nvidia drivers in safe mode using DDU, rebooted and rolled back to older ones; did this multiple times with different drivers - no success.
    2. Uninstalled AWCC and AW OC controls and reinstalled them multiple times - no success.
    3. Uninstalled MSI Afterburner - no success.
    4. Reinstalled Windows without keeping any files at all - no success.
    5. Booted into BIOS and reset to defaults - no success.
    6. Upgraded BIOS from 1.6.0 to 1.7.1 - no success.
    7. Disconnected and reconnected coin battery to reset BIOS - no success.
    All the OC software I try has the power limit (and others) slider greyed out:
