Okay so idling at 100mhz and 200mhz on my gpu 70.0 degrees C.
My cpu temp is 60 degrees.

Laptop is in a relitvely cold room, and plenty of airflow.

It's not unusual for my laptop to easily hit 110 degrees when playing games. (like 20mins after playing games, the gpu will throttle.

    Defo not normal is it?

Not normal. I have the same specs as you, I idle 100mhz/200mhz and my temps are 45c. And while gaming i never hit past 86c. Does the surface feel hot? has it always done this since you bought it...or just recently?

Yeah even while gaming it shouldnt go past 85° 90° or it will damage your GPU. I recommend stop gaming untill its fixed

Idle temps sound too high. Have you cleaned out air vents recently?

It has just come back from repair (about a month ago). Overheating issues were still a problem, so I asked for a new GPU, installed it, and it's still happening. The vents are clean.

Perhaps the application of new thermal grease isn't how it's supposed to be... Also it takes about a month to "burn in" new thermal grease. Call up Alienware and see what they suggest.

I'm sure thermal paste is applied correctly, a peas sized drop. And the fan spins up definitely.

are you sure your fan spins up all the way. It can really go in overdrive which rarely happens unless your gaming full on
