hey anyone know if we can request the disc if we live outside of US?

im looking at this page

and this is exactly what i need since i failed to factory restore my M11X and now i cant enter the F8 Bios

so i thought that maybe this is the best way, to get another copy

but the problem is im not in US, is there a way i can get it?
