Controlling how? Like overclocking? The GPU can be done with something like MSI Afterburner or eVGA Precision. The CPU is locked down.

I have that throttle stop and orig. nvidia tools overclock..
instead of 1190 I manually increased cores multiplier voltage and clock modulation .. I went through plenty automatic turn OFFs to find stable speed -
