I haven't seen an update for bootcamp or new drivers pop up in a very long time.

I had boot camp when I had tiger installed. When I upgraded to leopard it didn't do anything special with boot camp at all. But it hasn't said there are any updates in a very long time.

The latest drivers are the ones that come with Leopard. To update, simply put your Leopard installation DVD into your drive while in Boot Camp Windows.

The only way you'll get out of paying $100 for the Leopard upgrade is buying a new Mac.

Is the terrible trackpad response fixed with the leopard drivers?

I don't believe I have ever had trackpad issues under Boot Camp both before and after I upgraded to Leopard. So, I am unable to comment on that.

I'm afraid you'll have to make do. Apple doesn't exactly hold Windows in high regard.
