Will it be able to power the 23'' apple monitor at the monitors native resolution?

It can power it, but you will see some performance degredation in some applications.
A new macbook is bound to come out sometime, maybe soon. Smart money would wait for the next macbook, with a newer graphics chipset, which shouldn't experience, for instance, low framerates in Expose animations. (It's more annoying than you'd think. High bitrate fullscreen video can be another one.) -
There are rumors that the MacBook will be updated sometime soon.

I think the new Macbooks will have the Intel X3100 integrated graphics. They're much better than the 950s.

According to Apple, the MacBook can power the 23-inch Cinema Display at 1920x1200, so yes, the GMA 950 can power it.
Regarding the other posts, yes, there are rumours that the MacBook will be updated soon. If it does happen, then the MacBook will most definitely be updated with the Santa Rosa processing platform, which brings along X3100 integrated graphics, which is dramatically improved over GMA 950.
However, Apple may also update the MacBook in early 2008 with Penryn's release then. So they might skip a separate Santa Rosa update altogether. Its hard to say.
