First let me clear that this has nothing to do with your windows being a piarte version or an original version... nor does it have anything to do with RAM or any sort of hardware...
When you install Windows 7 on Bootcamp, you have to format the Bootcamp partition in setup which messes up with the MBR and other bootup files. This causes the blinking Cursor.

Here is a youtube video on how to solve this problem : Macbook White/Air/Pro - Windows 7 / Vista slow start-up (boot) and blinking cursor FIX - YouTube

I made a new thread about this, since I know many exprience major slow booting time while switching from OS x to windows.

This fixed my booting time from 58 seconds down to 11 seconds as it should be.

    Cheers

Might this be something that's limited to the Air and/or SSDs? With a regular hard drive, my Pro has no issues booting back and forth between Windows 7 and OS X. I get the blinking cursor but only for about 1 second before the Windows loading screen appears.

I think this requires better explanation. Like saturnotaku, I get the blinking cursor for about a second or two, but then it continues into windows. In your youtube video, you mention that it causes Mac OS and Windows to be completely independent partitions. However, if thats the case, won't the bootcamp control panel in Windows no longer function correctly? Respectively, would it also affect the startup disk selection in Mac OS? Will the Partitions still show up in the correct formats within Disk Utility (Mac OS) and disk management (Windows)? If it's a matter of saving 47 seconds, this may be worth while. But for the majority of us, 1 to 2 seconds of blinking cursor won't be a deal breaker.

    Thanks
    Gabe

I have F120 here, and I dont see the blinking cursor, though its still way too slow for my tastes, but Im averaging 30-40s now on windows 8

What year MBP do you have? If it's pre-2012, the issue you might be seeing is that SSDs don't run in AHCI on the Windows side.

Did they fix that in the 2012 models? Does Windows run/boot in AHCI on the 2012 models now?

Well, good thing they fixed it, disappointed that I don't have it in my 2011 MBP.

Though, does it make a difference in the MBP models? I use an SSD and HDD in my laptop and Windows is slow to boot no matter what drive it's on.
