As you can understand, from the title, I want to maximize a page by pressing the green button (+) for maximize and cover the whole screen and not a part of it???

That is always how "maximize" works in OS X. Just like in Windows when you maximize a window, it doesn't cover the bottom dock (it doesn't cover the start bar in Windows either). The performance of pushing the green button changes depending on the program though. Some programs will cover the whole display except for the program dock, some will only vertically fill the display and you have to manually drag one edge to fill it up horizontally (much like Safari), and you may have to old the Option key while pressing the green button (like in iTunes).
Now, if you want to completely cover up the whole display including the program dock, you have to enter full screen mode in the program. Many support this though some of the older ones don't. You need to click on the double diagonal arrow up in the top right of a program to enter full screen mode. -
You can also make the dock disappear when you are not cursoring over it through finder preferences. This would give you the much needed screen space for whatever you are doing.

I just use Cinch and drag the window to the top of the screen to snap it maximized. That is in effect, the same as Windows' maximize. OS X's maximize is weird in that windows don't fill the screen in both directions.
Note: Maximize in my post is in the traditional Windows' sense. Maximize != Full screen. -

So when I hit the green plus, I would want it to maximize the window - but unfortunately it doesn't. I've never, ever, had a use for that damn green plus in its current state.

Ah, I didn't see the exclamation point in your statement there. It looked like you had said Maximize = full screen instead of Maximize != full screen
