Is there a way to cycle through windows in the same program?
for example, i have two safari windows open, and i want to change windows, is there a keyboard shortcut like alt+tab?

this is one of the most annoying things in OS X that i miss from windows..

Yeah, if you mean cycle through tabs, then that varies based on the app.

However, if you mean cycling through separate windows that belong to the same application (such as multiple Safari windows or Photoshop documents), then you can use Expose- F9 will show all windows, but F10 will show only the windows that belong to the same app that currently has focus.

he was right with cmd+~ to switch between different windows in the same application.

don't know why it isn't working in safari 4, my guess is a beta bug.

Cmd + ~ is by convention only used to switch between the same windows of the same program. All versions of Safari respect this. Cmd + Tab is of course to switch between different programs.

To switch between different tabs in Safari the shortcut is Cmd + Shift + Arrow (left or right). It gets stuck if the cursor is in a form, but otherwise this works in all Safari versions. And personally, I find it's an inconvenient shortcut. Thankfully, Safari 4.0 has introduced Ctrl+Tab to scroll between tabs. Yay.

Cmd + Tab = switch programs
Cmd + ~ = switch windows in programs
Ctrl + Tab = switch tabs in programs

And of course Expose for true parallel, birds-eye view selection.

Frankly I find this convention to be a much more organized workflow management scheme then jamming everything into the linear scrolling of Ctrl + Tab or Flip3D in Windows.

You mean Control-Tab doesn't work? It should since it's a new feature. Hard to advertise a new feature that doesn't work. Does Cmd-Shift-Arrow work at least?

Are you sure the cursor isn't stuck on a form or field? If the webpage has a form or a field, Control-Tab or Cmd-Shift-Arrow won't work.

Something may be wrong with your Safari 4.0 install. Both Ctrl+Tab and Cmd+~ work to switch between tabs and windows, respectively, for me. Maybe you should try reinstalling it?
