First of all I am sorry if this doesn't belong to this forum. My wife's one year old ipod touch (I think it is out of warrenty) can only last 10-20 minutes on each charge, what can be done to fix it besides buying a new one?

Check here to see if your warranty is out. There are still 1st gen iPods with great battery life, so yours might be defective.

On the other hand, if the Touch has been regularly used and is 2nd gen or older the battery is probably just worn out - as happens with Li-Ion. The vast majority of 1st & 2nd Gen units are now out of warranty, even with Apple Care (which only lasts through 2 years from purchase date).
Apple will replace the battery, which amounts you sending you a refurb unit, for $86 including shipping ( details here) for any unit which is out of warranty. -

How much does she use it? I have a 3 year old 2nd generation Touch and the battery life is still very good.

I checked that website last night, luckily it was still under warranty, so I requested a repair.

i think cheap batteries we buy online are not as good as getting them from Apple , I think because they were stored without usage for long time even if some of them were OEM
