Can't see the Apache page, but no it isn't a Mac OS program. As far as I know it's a Web-hosting program. I run Windows and get Apache pages when I go to YouTube from Firefox (because of a missing plug-in).

Apache is a special program that effectively turns your computer into a web server, except noone from outside can access it. It is especially useful when programming server-side scripts like PHP because it allows you to preview your pages before uploading them.

An Apache page is generally a dynamic page on your hard disk that your computer wants to let you see. Therefore, yes, logically, if you delete a program it doesn't want you to, it might show you a web page explaining or doing something.
