I don't know where to post this but is it possible to build a hackentosh computer with a decent graphics card that you can install mac os x, AND windows 7? I have no idea where to start for all the hackentosh compatible parts etc =(

A lot of Apple forums will delete posts asking for Hackintosh information. I don't recall whether or not this is one of them.

That said, of course Win7 will run on just about everything modern, though OSX is very, very picky about the hardware that it runs on. I'm not exactly knowledgeable on what it'll run on as far as GPUs are concerned; I mainly dropped by to let you guys know that NBR's pretty chill about hackintoshes (just don't pirate OSX, obviously). -

and define good GPU, Apple does not provide drivers for many high end cards of either the gaming or workstation classes. you will need to spend some time reading the compatibility lists, at the links Saturn provided

To search for compatibility, don't look at a compatibility list. They are neither exhaustive nor up to date. Your best bet is to type the name of the card you want into google plus the word "hackintosh."
That isn't true at all. For Nvidia, you can use almost anything up to and including the GTX Titan (The Titan Black and Titan Z are still too new). For AMD, you can use almost anything up to and including the HD 7970 (people are running the HD 7990 as well but not 100% trouble free). If these cards aren't "good" enough for you.... -
we are finding a number of GCN Radeons are not working nor are many of the kepler based Quadros unless there is a hardware equivelant in Apples support. yes the drivers load etc but many of the functions are not enabled ( try using a Quadro k5000 with the extra OpenCL functions disabled
I had that issue until I backed off back to the Q4000 )

I don't know much about workstation graphics cards, but yeah, I could imagine that might be a lot more troublesome than consumer "gaming" cards. But still, the best bet to check for compatibility is to google it and see how people have made out and what workarounds or solutions they have used to get it to work properly. If you just look at compatibility lists you are going to stick yourself with hardware that is considerably out of date.
