So I have to swap out the current hard drive on my old Power Mac G5 because it's become unreadable. I've decided on the hard drive to replace it, but I have no idea how to go about installing the operating system. Moreover, my Power Mac G5 came with 10.3.5 Tiger, so is it safe to upgrade to Leopard even if I have older components?

yes, you can upgrade to leopard just fine.

Power Mac G5 can run Leopard just fine... and 10.3 was Panther, 10.4 was Tiger. All you have to do is have an OS install disc, and boot off of it. Put it in the drive and hold down C when you hear the chime until it boots off the disc... or you can hold down Option instead to see a list of all bootable devices, and choose the disc to boot off of, then follow through the guided installation.
