The UK Apple store is down i wonder if today will see the release of Leopard and maybe the updated MacBook/MacBook Pro mini?

The UK store and the European stores are usually the first stores to go down when Apple is updating and the other stores usually follow.

No, there won't be a sudden update like that. Apple's still releasing Leopard betas to pick one as a Release Candidate, so they won't suddenly update the store with Leopard.

Well, Leopard is still on track for an October release, so yeah. I suggest you read MacRumors.com if you want to keep on track with any rumours or news going on around Apple.
