    whats better to burn with toast or for me to use the windows side to burn dvd on my mbp

    Toast will work just fine. In fact, OS X's built-in burning may even fit your needs.

    Quite personally, OS X's built in burner is great and should fit many people needs. Toast is what I use personally, I feel it has a bit more control over the burning, but Toast also comes with a bit of a high price tag, $80 last I checked.
