All MacBook Air models come with Mac OS X on a USB thumb drive. That is what is used when reinstalling OS X and putting the MBA (MacBook Air) back to factory standards. Otherwise they can either contact Apple and have them send the thumb drive again (which they could charge for) or they could buy Snow Leopard and an external optical drive. It doesn't have to be Apple's model, it just has to be one that is powered by a single USB connection (as the MBA's second USB port is on the other side of the system and you would have to buy a male to female USB extension cable).
