Sorry if this is a dumb question or if it has already been answered somewhere, but am i able to install mac OSX on a pc ie dual boot it with windows?
i want to try it out but dont want or have the money to buy a whole mac

It's against Apple EULA to install OSX on a non Appled-certified machine so to be perfectly legal, no you can't install Mac OSX on a PC.
From a perfectly technical point of view though there isn't any reason you can't though. Macs are(now more than ever) very similar if not the same to PCs in terms of inner hardware so there's no restrictions in terms of parts. Apple just wants to control its factors in case of compatibility issues like it sometimes happens on Windows or Linux. -
