Go to Settings > software update and you will get this:

• Resolves an issue that prevents accepting iCloud Terms and Conditions when multiple iCloud accounts are logged in
• Improves the reliability of saving Game Center data when playing Apple Arcade games offline

Failed firmware updates?
Given that it sometimes fails the firmware updates and doesn't even tell the user, and wont fail firmware updates on Macs with swaped SSD's..
And you end up needing to check a random list in a blog post to know if you are up to date..

macOS Image Capture Bug Fills Your Drive With Empty Data
A bug has been discovered in Impact Capture in macOS, which fills up a Mac's drive with empty files. This bug has been present since macOS 10.14.6, and also exists in macOS Catalina 10.15.4, and has been reported by the developers behind Neofinder.
The blog post also goes on to say that this is not the only bug and that they have to deal with new bugs with every major macOS update. Their suggestion is for Apple to stop releasing major updates on a yearly basis to ensure that bugs are fixed and software quality is improved. macOS is not the only operating system suffering from such a schedule and quality issues, Windows 10 also has similar problems, primarily attributed to major releases, instead of minor quality fix updates.

I think its same bug as v1809 that deleted user files! Haha... I think OS X is now outsourced to MSFT.

1909 worked on in-place upgrade while Clean installing it installed bootloaders on multiple drives and wrecked my Linux SSD and MR restored it in 5 mins.
Unlike olden days pre-W8, newer always meant better than previous iterations. Now, newer means new icons with same old boring OS with newer version for consumers. Developers might need newer OS to leverage Dx12 and other things.
