I'm looking at a monitor someone has and it is only a 700:1 contrast ratio, but it's in my budget. How does that compare to how bright my macbook monitor is?

Which monitor are you looking at? Note that specs such as contrast ratio and stuff can be highly deceptive, some use the ratio from black to white while others use grey to grey. Do note that probably regardless of what monitor you get, it will look better than your Macbook screen, assuming you calibrate it etc.

I agree with Budding's remarks.
The Macbook was tested by Notebookjournal:
Brightness 190-212 cd/m² Contrast 130:1 (142,9:1 bei 100 cd/m²).
Your Macbook may have a different screen though.
On a sidenote, most modern monitors come with a specified 1000:1 contrast rate. -
I'm looking at a Samsung that is used It is a Sync Master 2220wm
Contrast ratio is 700:1 and is 22" widescreen LCD.
