It no longer stays at a constant brightness. It has period for a split second where it gets brighter and dimmer.

Reading in low light is difficult like this. Is there a software fix or is this a hardware problem?

Hmmm, this isn't normal...you may want to contact Apple. You do have a MacBook, right? Because if its a MacBook Pro it may just be the ambient light sensor adjusting the brightness.

This is a pretty common problem with macbook, you could probably get it exchanged if you're in warranty.

I have a macbook. It is not a year old yet. Maybe I should extend the apple care on it? Can I still extend it btw?

Yes, you can buy AppleCare for the Mac anytime within the first year of purchase.
