If these are NOT tracks you purchased from iTunes store... you can do the following:
In iTunes, go to your preferences ("command" + ","), and go to the Advanced tab. Within the Advanced tab there are 3 more tabs, go to the Importing tab.
Under the "Import Using" drop-down menu, make sure MP3 Encoder is selected.
Under "Setting" select your desired bitrate and then hit OK to exit the preferences.
Now you can right-click (ctr-click) on any track within your library and select Convert Selection to MP3.
If these are tracks you purchased from the iTunes Store, you will need a 3rd party application (Audition, Cool Edit Pro, etc.) to record the track while it plays in iTunes. This is how I rip my protected iTunes tracks... others may know of other ways. -
Use as a ringtone for what? An iPhone? MacRumors has info about iPhone Ringtones.
Otherwise I have no idea. -

i dont have an iphone. i have tracks that i ripped and downloaded and once i edit out the part that i want in garageband how do i save the song file as .mp3?

Can't you just Export to iTunes? Then in iTunes you can easily convert to mp3. You may be able to select MP3 compression in GarageBand, but I don't use GarageBand so I've never tried it, but the tutorial is right there on Apple's product page
.
