    what is the last 13” and 15“ macbook pro model that can self upgrade to 16gb?

    Any mid-2012 MacBook Pro with an Ivy Bridge/3rd-generation Intel Core i5/i7 processor and an optical drive. Apple still sells the 13-inch version as new, but the 15-inch has been discontinued. Some Apple authorized retailers might have leftover stock of the 15-inch. Otherwise, you're limited to refurbished or used models.

    and if it is pertinent ( I get asked this ALL the time lately ) the only Mac that will take more than 16GB is the Mac Pro desktop

    The "classic" MacBook Pro 15 was only available with displays of 1440x900 and 1680x1050.

    Even then the 1680x1050 model was a customization option, I rarely ever came across one in-stock at my local Apple Store and I never found one outside of Apple's retail store. I think the odds of finding one, in-stock, at any place selling Apple hardware will be slim to none. I know Microcenter (it's a chain but not available everywhere) still has the 1440x900 15" MBP units in-stock but I doubt you'll find one with a 1680x1050 display.

    Are there any particular reasons why you need a MBP with 16GB of RAM?

    When you start using that much RAM for work , it starts to make more sense just to use Windows based laptops unless you need to use something that is exclusive to the Mac OS. Somethings are better done on a Windows based PC (e.g. photo editing).

    Also keep in mind that there are quite a few Windows based laptops that support 32 GB of RAM.

    Apple's refurb store frequently has them. They also came in stock pretty regularly at MacMall and B&H. That's not going to be the case any more since Apple discontinued the cMBP, but if you knew where to look, you could pretty regularly find places that stocked machines with BTO options on them.

    I would be putting up a 1680*1050 MBP up for sale soon. It still has a warranty and I also loaded a boot camp partition.

    I was talking more retail stores. Finding one online should be a lot easier although stocks are likely diminishing at this point. There's also the used market and I'm sure eBay has a bunch of them through various sellers.
