The Gpu fan on the right side got really loud suddenly, it feels like its slightly shaking and emitting a buzz. When i start up the unit the fan goes full throttle, when i turn it off the right fan sounds like its stuttering. I had a solution to this at first, turn off the unit and unplug the ac and put it back in. This fixed it the first three times and now doesn't help at all.
I would like suggestions please.

It is normal for the fan to go full throttle when the unit is at POST, but after it starts booting it should spin back down.

Maybe you need to clean your fan, or it needs oil, or is failing. It's hard to know without more details. Best of luck! -

As Allur suggested I would recommend cleaning the fan out first, In this video the dude uses a hair dryer, I use canned air successfully also.
