Battery fails and is stuck at 0%, replaced battery twice, each time the new battery lasted only about a week before failing. It seems battery issues are a common issue with this laptop. Has anyone found the solution or cause of this? Is this issue user serviceable? Obviously, it is not in warranty. Is an OOWR worth it for such an old laptop?

That would suggest an issue with the battery charging circuit if you have been using official batteries.

Check with a different adapter, any ~19V/120W adapter is fine, provided the tip matches. If it's faulty, it might not be able to deliver the requested voltage/amps. Also verify it still makes a good connection with the ac/dc socket, not a loose, on/off thingy. Both issues would easily remedied, but if the motherboard is faulty the you'd be looking at ~$100, provided you do the swap yourself. If not, then the labour costs may not be worth the effort (another $100-200).

Also, run HWiNFO and see what is says under 'Sensors' -> 'Battery'.
