So I received an email from my mother, and like a retard I opened it before I looked at what it was. Bounty.exe will shut you down and give you a blue screen every time you try to boot, whether that be normally or in safe mode.
So long story short I had to restore to my Win 7 disk and use the drivers from ASUS disk to reinstall everything. Funny thing is, I can't update from the stock drivers no matter what I try. I install over 10.8, and nothing updates. I uninstall, boot into safe mode, Driver Sweeper then CCleaner, reboot and try to install and nothing installs. When I go to remove to try again, CCC Installer is telling me that nothing installed from the previous installation.
Am I missing something? BTW Windows is up to date.
Wait a minute, I may have goofed! BRB

I hope you're running some antivirus software now, there are lots of good options here:

I actually was running Antivirus and it was up to date too. Keep an eye out for random emails that have bounty.exe.

Meh, I don't run windows. But that could be a good warning for other people.
Check out that post I linked, it's actually not Chastity's guide I was talking about but a post within the thread about CCC problems. If that doesn't do it, someone else will have to chime in, I'm not well versed in ATI troubleshooting. Good luck. -
Nevermind, I figured out what I was doing wrong. I don't want to embarrass myself with what I was doing. Thanks for your help.
BTW, Pay attention to 32 and 64!
Can't install new versions of CCC or Display Driver
