I tryed it on 1920x1080, DX9, no MSAA and no vSynch, presetting to ULTRA, and I get 45/50 FPS.
    - with Vsync enable I get something like 45/47.
    - with MSAA 2x and Vsynch I get something like 35+/40 fps

Not yet to try DX11 because of the red sun glitch, and I am waiting for 11.6 relase, currently on stock driver since they are the best performing ones for DX9 games.

    EDIT:

    Took a session in DX11,
an average of 30 FPS without vsynch and MSAA with presetting to ultra,
An average of 47/50 FPS without vSynch and MSAA with presetting to HIGH,
same setting with MSAA 2x just gets an average of 45/47 fps

nope, I am not using the 11.5 because I get worse FPS in Black Ops, so I am gonna wait for the 11.6

The red sun glitch can be fixed if you run in windowed mode.

AFAIK DX11 is automatically enabled when you use the ULTRA preset. At least that's what it was for Dirt 2.

When I use the ULTRA preset, not every setting changes to ultra, only a couple. The majority stay on high. Is this normal?

Dirt 2 was set to dx11 by default if you had a dx11 card but you can edit the config to force dx9. It has nothing to do with the ultra settings.

Yes it is normal for some of the settings to stay on high and not ultra.
