the GPU down-clocks to 500/1000mhz during youtube vids or any browser vid it seems, even if i have a full graphic game like starcraft running

soon as I close the vid, the GPU goes back to the default
    700/1000mhz Load
    405/1000mhz Idle

    211bios (flashed v93 vid bios)
    10.10C Ati ver.
can't remember if it did this in the older ATI drivers(probably not, but im thinking of downgrading the driver to avoid this
    changing browsers doesnt help
i suppose i could use the AMD gpu clock tool to force it 700/1000mhz which i did once, but then i like the fact that i t goes the 400mhz on idle to cool down

    any input?
