While watching videos on Youtube I noticed my 5870M's clocks dropped to 500/1000. Immediately after I stopped watching the Youtube video my clocks returned to 700/1000.
I have seen this on my 05 & A1 but have never noticed it before. I hope this doesn't happen while I'm gaming...
Is this downclocking normal?

Yes normal. That's the UVD PowerPlay setting

edit - it could also be your power settings. check in ctrl panel and in catalyst control panel. -

the only problem you could have it's, if you leave your web browser open with an youtube video open, if you try to run a game it going to stay at 500/1000 clock...

of course, even downclocked, shouldn't be any issues playing the video.

Here's a screen shot of my CCC's power settings. What here is causing this downclock? I also would like to know why it doesn't just do it all the time and go to 700/1000 when needed?

Because Asus never put a 2D Clock setting on our PowerPlay. Whenever not in game it should be downclocked in 2D mode. Only go up to 700/1000 in 3D Mode.

the beta has a 2D mode, of sorts when not gaming it downclocks to 405
