It seems that regardless of how much I throttle the 720QM, even to 266 Mhz 1 core, the wattage remains at 15W idle so how do I lower this even more, and is it possible?

Why you need that? 720qm is far from the ULV behave.

The lower wattage I can create, the greater battery life I can have :D
