You should run CPU-Z and see what core speed you are running at.

Did you just install a fresh copy of windows or has it just been slow recently?

it started to act up about 2 weeks ago... installed cpu-z and when i enabled the turbo mode , the multiplier goes up... and mhz reaches over 2.400mhz when necessary.

    Check your background processes.

i left this high definition video playing right, and when i turned the turbo mode off, colored artifacts showed up on the video, as soon as i turned turbo mode on the artifacts were gone! and video played well.

Crazy huh? could it be related to power4gear?

That's weird, try updating your codecs and make sure you don't have useless processes running in the background.
