I use ThrottleStop 3.00, and its not helping with GTA IV. stil the same problem. Do I have to change the settings? Maybe it will help?

Well, only way TS doesn't stop throttling, is if somehow(though unlikely if you haven't been messing with it) is if BD PROCHOT is somehow ticked.

Otherwise, your problem could be maybe GPU throttling?

Best way to know for sure, and after you already checked to make sure BD PROCHOT in ThrottleStop isn't ticked is to log cpu and gpu. Use GPUz to log the video card, and you can even just use TS to log the cpu, your more than welcome to post it here. But for the most part, just run down the log and look at load vs the frequency it's running at, as well as temps.

Well, the BD PROCHOT is not ticked... in fact, never. I don't think its the GPU, because I have that problem with GTA IV ONLY, but thanks for help.

    Any more suggestions?
