I've always set my laptop to do the following

Dim the Display: 10 minutes on battery
Dim the Display: 15 Plugged In
Turn Off The Display: 20 Minutes On Battery
Turn Off The Display: 20 Plugged In

But for some reason its not dimming or turning off the display, any reason why this could be happening.

I think all AMD drivers after 13.4 have a bug which cause us to not be able to change the brightness. This might be your issue here too, if you use newer drivers.
In my case, to change the brightness, I have to change it, reboot and then it's set.

I've not changed the vga drivers but i am on 13.4. i use a mouse instead of touch pad have gone from using a battery mouse to corded one. If i put the mouse cord out of the usb it will power down the screenon the times selected but not with it attached. Ive been into power management and unticked Allow theis device to wake up the computer but it still stays away with mouse attached.

Ah ok, that is completely different. In this case your mouse pointer is probably not standing still long enough (ghost movements) for the screen to dim. I had this also with an old mouse on a certain mouse pad.

Yeah it's likely keeping the machine awake either through ghosting like above or its sensitive enough to pick up movement around.
