it's an old (?) problem with GTA 4 on Steam. if do nothing, it gives
error about 'graphic card memory?' . it can't recognize mem over 2Gb.
then I found the common solution, put '-norestriction' in launch options in Steam.

Has there been a discussion on this problem yet?

I found a few, below is an official one
