My 1000HE charge cord has started to act up. I need to play around with the power cord in order for it to charge to keep it at a right spot as well. I'm just wondering if this is a power cord issue or an internal issue?

Probably an issue with the power cord.
The situation you encounter is a wire in the power cord that broke in two, thus resulting in a bad connection.
That explains why you have to keep the cord in a certain spot, because in that spot the broken wire connects again and provides power to your lappy.
