This is more of a tip than question because I finally figured out the problem after a weekend of troubleshooting.

New ASUS, clean install of Windows 8.1. Touchpad would act crazy; sometimes after waking from sleep or plugging in a USB drive or just browsing, etc. and there was no pattern. Because I had done a clean install, I tried many combinations of the touchpad drivers and ATK package from ASUS, and the problem persisted. (And you have to reboot after every install and uninstall, so it takes time.)

Finally, on one iteration, I thought to uninstall my anti-virus, Avast!. Once that was gone, touchpad works great, even without the latest drivers (which I have since installed). I have been using Avast for years, but for now I'm just going to use MS antivirus on this PC.

Lesson: when troubleshooting, don't overlook your antivirus as a potential problem...it touches more than you probably realize.
