Is it normal for the fan to come on every 2 to 5 minutes, even under minimal CPU load? Is this a problem with my laptop or just normal??

Basicaly what the fan does is once it reaches the first threshold of heat, the fan will kick in at a certain speed, and cool of the CPU. This seems quite normal.

Also other laptops would have their fans spinning constantly, but at a lower speed, but there is still heat coming out of the vents.

If your fans stop spinning while usage, then you got a problem because the fan is used to cool the laptop, and if it doesn't, then it will overheat.
